Core Responsibilities
The department’s primary mandate encompasses the entire energy value chain—generation, transmission, distribution, and regulatory oversight. It is responsible for:
- Facilitating the generation of electricity through diverse sources, including conventional and renewable technologies with special emphasis on promoting renewable energy in the state.
- Overseeing the transmission and distribution of electricity across the state to ensure uninterrupted and affordable power supply.

Milestone: Restructuring of MSEB
A landmark achievement in the department’s history was the comprehensive restructuring of the Maharashtra State Electricity Board (MSEB) in 2005, under the provisions of the Electricity Act, 2003. This reform was instrumental in modernizing the state’s power sector and enhancing operational efficiency. The MSEB was unbundled into four specialized entities:
- Maharashtra State Electricity Holding Company Ltd.: Acts as the holding company for the sector’s key subsidiaries, ensuring strategic oversight and investment.
- Maharashtra State Electricity Distribution Company Ltd. (MSEDCL): Responsible for the distribution of electricity to millions of consumers across Maharashtra, ensuring last-mile connectivity and service delivery.
- Maharashtra State Electricity Generation Company Ltd. (MSPGCL): The primary entity for electricity generation, operating one of India’s largest state-owned power generation portfolios.
- Maharashtra State Electricity Transmission Company Ltd. (MSETCL): Manages the state’s extensive transmission network, facilitating efficient power flow from generation to distribution points.
Supporting Bodies and Regulatory Framework
The department’s mission is supported by several specialized agencies:
- Chief Electrical Inspector: Ensures electrical safety, regulatory compliance, and technical supervision across installations, safeguarding public interest.
- Maharashtra Energy Development Agency (MEDA): The state’s nodal agency for renewable energy and energy conservation, MEDA spearheads the promotion, development, and implementation of clean energy technologies and conservation measures.
- Maharashtra Electricity Regulatory Commission (MERC): Provides independent regulatory oversight, ensuring fair practices, tariff regulation, and protection of consumer interests.
